Cosmetics are products that cleanse, beautify or alter the appearance of face, body or hair. Globally, cosmetics are subjected to regulatory requirements, such as the Federal Food, Drug and Cosmetic Act (Title 21 United States Code), the Fair Packaging and Labeling Act in the U.S., and the Cosmetic Products Regulation 1223/2009 across the EU. Indeed, cosmetic safety is one of the most important concern of either manufactures or consumers, which is also a crucial factor for brand credibility. As a full-service contract manufacturer, Alfa Chemistry is your best cosmetic regulatory partner to make sure your personal care products are compliant with current regulations before launching them.
Alfa Chemistry is familiar with the global control procedures in most countries and can assist with many aspects of product registration. To help your personal care products meet the regulatory requirements and exceed customer expectations, we offer the following services:
COSMETIC CHANLLENGE TEST The cosmetics challenge test, also known as the preservative efficacy test (PET), is an important part of the product information file (PIF). According to ISO 29621, we evaluate the effectiveness of your product’s preservative systems. Your cosmetic product must be free from the numbers and types of microorganisms that could affect product quality and consumer health.
STABILITY AND COMPATIBILITY TEST We conduct the stability test of your product under different conditions to evaluate whether the product will meet the expected physical, chemical and microbiological quality standards from the moment it is manufactured until the end of its validity. In addition, we investigate the compatibility between product and its packaging, in order to ensure the packaging has no impact on the product.
EFFICACY TEST Any cosmetic claims, whether on product labels or advertisements, must be supported by adequate evidence (i.e., moisturizing, lifting, firming, etc.). We are able to perform efficacy tests using advanced experimental techniques to validate your products.
SAFETY ASSESSMENT Cosmetics and personal care products are in direct contact with our bodies more than any other products. It is necessary to perform safety assessments for your cosmetic products according to the standards. Several tests are involved --- dermal irritation, ocular irritation, corrosion and sensitization (patch test).
PRODUCT INFORMATION FILE (PIF) The product information file (PIF) is the archive of the finished cosmetic product, containing all the most important information about ingredients, packaging, manufacturing process and product labelling. Before launching a product into the market, a completed PIF is required. We will help you establish the PIF and keep updating the content.
COSMETIC PRODUCT SAFETY REPORT (CPSR) Every cosmetic product must have a safety report performed by a qualified person, before the product can be placed on the market. Safety assessment is part of the CPSR, and therefore is a vital part of the PIF. We can conduct the safety assessment and deliver a safety report.
PRODUCT LABELING AND CLAIMS Product labeling is an important part of the PIF. The notification of cosmetic products is not possible without the compliant product labels. We help you ensure that your label and packaging will comply with cosmetic regulations.
